The theory must come from from outside the party, most likely from an exiled intellectual. This results in large part from political police and daily activity causing conflicts which isolate and force out the source of theoretical development. Only a large influx of workers can overcome the divide between the party and its as yet unaccepted, or inexplicably unacceptable, theory.
