1. A universal income for all adults made up of monthly payments equal to the rent of 25 square meters plus one month’s basic healthy food supply.
2. Poverty relief centers, towers of over 20 floors, in every city that provide food, housing, and medicine, including mental health services, free with no waiting list while transitioning the poor towards subsidized, guaranteed employment.
3. Free, standard quality higher education and medicine for everyone, regardless of employment or national origin, along with freedom of immigration for all.
4. Nationalization of the banks, large corporations, and all private wealth worth over $20 million USD.
5. Large increases in finance for water preservation and equal, affordable distribution.
6. Redistribution of the land, organized locally, so that every adult farm-worker and farm-owner can have a minimum of half a hectare per resident adult. Strong defense and careful management of national forests from natural and man-made threats.

7. Regional trade with neighbors prioritized and a renegotiation of all trade treaties and debts with imperialist countries.

8. The elimination of private financing of particular political candidates or parties with money from imperialist countries. The banning of any political party opposed to socialist economic policies.

9. The defense of the right to strike and demonstrate for any cause, with definite prosecution and imprisonment of law-enforcement for use of excessive force, especially with the intent of denying the right to strike and protest.

10. Free housing with standard building codes, with free repairs for buildings failing to meet codes, for all adults or adult couples with children guaranteed in under one year.

Every country can meet these requirements given committed Marxist leadership. The failure to deliver on this program, as with “Marxist” Gustavo Castillo of Peru, has nothing to do with financial constraints and everything to do with a political defense of the oligarchy, the Stalinist bureaucracy, and the privileges of the few at the expense of the many. In order to defend revolutionary governments, the members of the socialist world federation must provide for the construction of revolutionary armies of no more than 10 million soldiers per continent. These soldiers can participate in civil construction, mining, large-scale refining and manufacturing, and protection and management of forests, environmental clean-ups, as well as police work focused on ending hoarding, confiscation of excessive personal wealth over $20 million USD, and removing all the social inequities incentivizing common crime.
