The United States and China have developed an excess of destructive power due to imperialism and the nuclear arms race. In order to punish imperialism out of existence, only the most severe punishments could have an effect. These must focus on dividing the ruling class and the national culture they created through persecution and repeated waves of atrocities, on the model of the division of Germany as a punishment for war crimes, fascism, and WWII.

The revolution must propose a division of the US and China into four seperate nations each. Other large countries must also accept similar territorial divisions. Oppressed nation quotas, with a quarter of the territory alotted to the formerly dominant culture, should provide power, within the framework of a socialist federation, to oppressed nations. In a chaotic world with no central global authority outside of empire, the dominant culture will always dominate through cultural destruction. Even alliances will devolve into gangs of offenders that divide the territory as spoils for brutal conquests.

A new federal government would focus on the prevention of forced displacement of populations and the defense of the rights of the working class to live, work, and benefit from the social safety net in any country of their choosing. The oppressed nation quotas should give 90% of regional elected offices to oppressed nations who have historical claims to territory or labor stolen through slavery. They should hold referendums for the oppressed nations every 10 years on the continuation of the oppressed nation quotas. The oppressed nation quotas should have a 50 year limit, in order to have sufficient time to reverse all gains made through imperialism and to force through, using deterrent costs for imperialist economic competition, a socialist, planned, and sustainable development of the world economy.

They should redistribute land, expensive urban real estate, scholarships to the best schools, and the best state and corporate management positions to oppressed nations. They should raise median incomes and median net worth for oppressed groups to within 5% of the national median and not more than 10% higher. This should protect threatened cultures and languages so they can organize production in their own languages and according to their cultural customs, while defending universal regulatory standards.
