The moves to isolate and conquer Taiwan by China, following the acquisition of Hong Kong and the suppression of its people, do not represent an attempt to expand Communism. China must expand in order to export capital, and it will find various excuses to use military force against popular protest. An invasion would force China to use military force against another military, even if much smaller. This new conquest would not satisfy but feed the military machine, creating a series of new invasions and further increasing the oppression of the Chinese people. Marxism sees the root cause of the war as economic and universal under capitalism, not the result of specific Chinese cultural circumstances. Neither do we see the solution as a balance of power between the US and China. The US invasions of Iraq and Afghanistan and the economic sanctions against Cuba, Venezuela, and Iran prove that the US will not defend the rights of smaller nations. We seek to substitute for the war a revolution that puts the working class in power.

The Sandinista government in Nicaragua argues no differently from the WSWS, which argues about China as if it is a non-imperialist power. The WSWS believes that “Left” governments can form an alliance based on China against imperialism, which contradicts the very foundations of Marxism. Marxism argues that Imperialism is not a choice for capitalist governments, and no opposition to war based on a defense of capitalism can actually accomplish its aims. Instead of an alliance for these countries, what we need is a legitimate defense of their rights, including the right to participate in the world economy. This legitimate defense can form the basis for a new authority based on socialist internationalism.

The enforcement of such rights would require the establishment of a world authority capable of responding to the conflict on behalf of oppressed nations and the international working class. All current world bodies, mostly established after WWII, have the same underlying flaw: they were created by the imperialist victors of WWII with the aim of sustaining US supremacy in international affairs. Their power rests on the US dollar and the US military, and it acts no differently from the system established after WWI, with the League of Nations, what Lenin called a “den of thieves.” Replacing this system would require a replacement for the entire international economy, since this system is vital for the protection of capitalism and the rule of the oligarchy. A new world war for Chinese dominance would not create a world government or replace capitalism with socialism. The only way to accomplish this task is consciously and organized specifically for that purpose.

Within this framework for a revolutionary movement, based on the theoretical foundation of Marxism, or the science of socialism, we have a way forward for smaller governments: the establishment of workers’ states with a maximal political program for the working class, the defense of Trotskyist parties throughout the world, and the elaboration of development proposals for the world bodies that deliberately expose them as imperialist or provides them with responsible, sufficiently revolutionary proposals.
