The United States undoubtedly has the largest military budget and projects its military power far more than the rest of the imperialist countries. However, as Trotsky argued in his theory of the Permanent Revolution, the revolution against imperialism must come about as a World Revolution, not just a war against the United States or the British empire of Trotsky’s day. A world revolution could, and far more likely will, bring to power workers’ states to replace the weakest links of the imperialist system of nation-states.

Furthermore, the belated development of Russian and Chinese capitalism does not reduce but intensify the danger of the imperialism of their ruling classes. They too must export the capital stolen from their workers’ surplus value, which their workers cannot consume. They, as late-comers, attract the newest waves of capital, bringing with them advanced forms of machinary that more effectively exploit the workers while uniting them on a larger scale in the social process of mass production. This increases the possibility that the class conflict will turn into a revolutionary conflict. The growth of Russian imperialism has an inevitable character, which NATO can respond to by posturing as defenders of weaker nations like Chechnya, Georgia, and the Ukraine; Tibet, Hong Kong, and the Uyghurs.

We cannot depend on Russia and China to organize a world revolution. They only serve their oligarchy in its own imperialist expansionism. We cannot expect NATO to accidentally end imperialism, even as a defender of small nations. Through illegal intervention into Ukrainian politics, as evidenced by President Biden’s own family, they do not allow the Ukrainian government to give in to Russian power. They force a conflict, and not accidentally in the most equal country in the world. The destruction of the Ukraine has a political side, in that it threatens countries founded on the principle of equality. It also has an economic motive, the establishment of a Russian empire that could, on behalf of finance capital, drag the world to war perhaps more effectively than the U.S. or the E.U. We oppose both NATO interventionism and Russian expansionism as the twin tools of the monopolies, banks, and oligarchy of world capitalism.
