1. All cities will be retitled “Peace Communes.”
2. Police will only carry non-lethal weapons, with the exception of special units for emergencies.
3. All workers will own and train with hand guns.
4. Every crime will be judged for socio-economic causes.
5. War Communism is characterized by encirclement by imperialists, regimentation of society through fear of secret police, and political appointments over elections.
6. Peace Communism will make a list of every imperialist invader and create revolutionary wars in each country as a deterrent.
7. Peace Communism will use heavy media exposure of secret police tactics and give the greatest power to officials elected by the general public with the highest levels of participation.
8. No military presence or threats will be allowed in any Peace Commune.
9. Peace Communism declares the right of Peace Communes to unite internationally and organize worldwide elections for a World Congress of the Peace Communes.
10. Any city may organize elections for a referendum, where the majority may decide to declare the city a Peace Commune.
11. Peace Communes, including metropolitan areas, with over a million residents will control the upper house, while Peace Communes of a thousand to under one million will control the lower house. Peace Communes with over ten million residents will control an executive body.
12. The World Congress of Peace Communes will have the largest military in the world by a long distance, replacing the US Empire and Chinese Stalinist state as the real protector of international law and world peace, while always working to reduce military budgets in all the countries with annual military budgets of over $10 billion by 50% in the first year and then by 2% every following year.
13. Lenin’s idea discussed in Left-wing Communism: An Infantile Disorder, preparing a small group for a war against a larger group, is a small task, diminishing the role of communism compared to the larger task of enforcing a system of international law and keeping all smaller groups, including capitalist parties and states, from using military means to expand their territory and power.
14. Communism should have a dominant role in world affairs, not simple war against the bourgeoisie but the enforcement of a system of controls to prevent war and diminish the capacity of national states to make war and defend oligarchy, plutocracy, and bureaucratic privilege.
15. Such a system can only come from a Communist world government controlled democratically by the international working class with inviolable protections for the democratic rights of all revolutionary parties and factions, including armed trade unionists, as well as individual rights to protect against a police state and guarantee equality not only in the courts but in economic relations as well. This means universal, worldwide protections against poverty and absolute, universal limitations on the accumulation of personal wealth.
