The strike struggle takes the workers into a conflict against their own employers, but it does not create a struggle against the entire state. The state will act as mediator between the two sides, but the workers must raise their consciousness to the point where they see the state as an agent of the employers while employers take up positions as imperialist officials taking their entire company into a larger economic war. For that reason, the Fourth International should lead the wave of strikes to take on the barely hidden threat of the state lying just beyond the corner and the menacing counter-revolution, not only licensed but also financed as well.
These issues will affect any leader in the conflict, and so the workers need to plan the strike strategy through a constant conversation with the Fourth International. Such a conversation could only occur through an active, armed defense of democratic rights within the meetings of any revolutionary strike organization against bureaucratic political appointments that recreate the bureaucracy of the trade-unions within the new revolutionary organizations.
